In a context of love, you can say that a relationship remains in an ambiguous state (暧昧状态), with neither side confessing their true feelings. You can also say that a politician gives a deliberately vague statement (故意暧昧的声明), or that someone feels ambivalent about moving to a new city (感到暧昧不明).
